“The state of Louisiana must not grant jurisdiction or authority to the World Health Organization, the United Nations, or the World Economic Forum. The state of Louisiana, any department, agency, board, commission, governmental entity of the state or any other political entity shall not enforce or implement any rule, regulation, fee, tax, policy, or mandate of any kind of the World Health Organization, United Nations, or World Economic Forum.”
